College Student Working at College had no SS or Medicare Tax Withheld

My client's daughter was a junior in college in 2017 and had wages just over $20K working at the college in PA. They withheld federal and PA taxes, but did not withhold social security or Medicate taxes. Is this correct? Is she going to have to pay back the SS and Medicare taxes that were supposed to be withheld?

The IRS has clarified the student exception to the FICA (Social Security and Medicare) taxes for students employed by a school, college, or university where the student is pursuing a course of study.

Many of these college jobs are not subject to Soc Sec and Medicare, so I agree, probably the W-2 is correct.
