1099MISC for Building built?

Farmer has a barn built. About $20,000. Does he have to issue a 1099 to the builder? The total amount paid is for material and labor and not identified on the bill.

I do issue 1099's for farmers that have fences and corrals built. But never a barn. The builder is an individual and not a corporation.
