    income for health insurance

    friend called me to ask if social security income is counted with earned income to determine the poverty level for purpose of coverage. he will start receiving social security in august. but has worked part time so far this year.

    For purposes of the Premium Tax Credit, yes.

    The Premium Tax Credit is based on Household Income, which is based on the MAGI of the taxpayer and the MAGI of any dependents that have 'taxable income' (Line 43 of their 1040). MAGI is AGI, plus non-taxable Social Security, plus tax exempt interest, plus any excluded foreign earned income.
