I've never heard of anyone being charge for not having healthcare. Maybe you meant health insurance?
I heard that instead of a tax penalty, there is a penalty for not having insurance coverage that you have to pay to the insurance company. Cuts out the government middleman.

Folks this proposal will NOT even resemble what comes out of the senate. Once a viable bill gets out of the senate for reconciliation with the house, that is the point I will start paying close attention.
