    1098-T and Foreign University

I had NATP research this and they came back and said if the University qualifies as an qualified institution, which it does, then a 1098-T is required. NATP sees no exception that applies in this case.

My only experience has been with Canada where a T2202A form was issued. This was for 2015 before the last round of DD kicked in. If it is a school that can issue a degree can't see why they wouldn't work for the AOC (I assume that's why you are asking).
In other words, a democratic government is the only one in which those who vote for a tax can escape the obligation to pay it.

Check with the US Dept. of Education online to make sure the college is eligible to participate in the federal financial aide program.

          My 2 cents

I had a client 2 years ago whose daughter attended a university in the UK. There was no 1098-T. Sure enough, 16 months later he gets a letter asking for required forms. I answered with the Registrar's report from the school, relevant pages from Pub 970, and a highlighted copy of the Qualified Institutions per the Dept of Education. Haven't heard back from them now for 6 months so I assume they accepted my response.

            1098-T Now Required

            Snowshine,
Two years ago a 1098-T was not required to claim an AOC. In 2016 it is required unless you meet an exception. From the research it appears a foreign university does not meet an exception.
