Taxpayer received W-2 with incorrect social security #. Taxpayer contacted employer to request corrected W-2 (taxpayer no longer working for employer) and employer stated they would issue corrected W-2 to tax agencies but said would not provide a W-2C to the employee - told him to just correct on his W-2. Without corrected W-2, is the taxpayer required to paper file?

Form 4852 can be used when "an employer or payer has issued an incorrect Form W-2 or Form 1099-R". And from Publication 1345 "If Form 4852 is used, the non-standard W-2 indicator must be included in the record, and the ERO must maintain Form 4852 in the same manner required for Forms W-2, W-2G and 1099-R."
I would prepare 4852 and keep a copy of the W-2 and 4852 in my files.
