If the tuition qualifies for the Lifetime Learning Credit he may take it on his tax return. So if he is not taking any "credit bearing courses" he must not be paying anything for them? There must be an expense paid in 2015 to take the LLC as that is what it is based on. Form 1098-T is going to be required for any educational credit beginning in 2016. If you have other documentation like a transcript or proof of payment, you can use that for 2015.Comment

To take the guesswork out of this and you asked the college their reason when and if they send the form for a definite answer since they have or gave you the answer to your specific situation. See below the requirements how you may or may not take the credit.
if you want to learn more about the LLC and form 1098T, see below:

We asked the college if they will issue a 1098-T and their response was that they will only issue the forms for credit bearing courses. TP is taking a medical coding course so she can prepare for a national certification of "Medical Coder". I would think that it qualifies for LLC. We have the invoice statements that show the cost of tuition but not sure if the IRS requires the form for both AOC & LLC.Comment
