ACA question

Daughter lives with parents having two children. Only $1800. W2 income for daughter.
Parents claim daughter and kids.
Daughter and kids only have insurance through 7/31/15. Medicaid
Anyway parents can use the below filing threshold Exemption for daughter and kids?

The daughter and her kids are dependents on the (daughter's) parents return.
The parents are responsible for the health insurance of all the members of the household.
