    For a Qualifying Child, it does not matter who provided the support. The first individuals who are able to claim the child in this scenario are Teen Mom and Teen Dad. They get first claim. I would agree that should both of them decide not to, it may become an opportunity for the Teen Dad's parents (since it appears that this is the home where the baby lived) to claim this child as a Qualifying Child.
