As long at it is postmarked in 2015. If proof is needed, it would probably need to be mailed certified or the like. Seems to me that it would likely be easier to deliver the check directly to Treasurer on the 30th rather than mess with mailing if online payment is not available. -

In theory, it will be a 2015 payment. In practicality, it will "look like" a 2016 payment.
Something like certified mail / proof of mailing would be a strong requirement, but bottom line that just shows "something" was mailed to the tax folks.
I would suggest the client hand-deliver the check, or perhaps consider paying via a credit card.
And, NEXT year. . .plan a little bit farther ahead. . .and let the payment hit the tax office <12/31 !
