Had a person call today and was notified by IRS that his 2011 return has not been filed. They sent him a transcript. Simple return but wondering whether the return can be efiled at this late date?

It's still current and two prior in processing year 2016. The IRS includes that information in Publication 4164 which has been updated for processing year 2016.
https://www.irs.gov/pub/irs-pdf/p4164.pdf - 1.4.1 on page 17.
"In Processing Year 2016, MeF will accept TY2013, TY2014, and TY2015 returns for Form 1040."
Last time a 2011 form 1040 could be e-filed would have been November of 2014.
