Medical deductions and benefit

Young client has cancer and received approx. $12000 from benefit. She used all of that money plus approximately $10000 more to pay her medical bills. The benefit monies are gifts and so does she get to use the entire $24000 as a medical deduction?

once she is gifted the money it becomes hers to use for whatever she chooses. If she used it for medical expenses then the expenses are deductible.
