Client was a volunteer for AmeriCorps Vista last year. She received a 1099-MISC. I know the income is taxable, but is it subject to SE tax?

This blurb from IRS assumes the award is reported in Box 3 of the 1099, which would imply that it is not subject to SE tax and reportable on Line 21 of the 1040. But it doesn't say that specifically.
