do all windows and doors that have the energy star rating qualify for the residential energy credit? or do they have to have the mfg certification statement?

Not all energy star products qualify for the tax credit. Ideally you should get Manufacturers Certification. I usually look at the paid invoice and description of windows. Go to the manufacturer's website and download the certification, if available. Otherwise have taxpayer's contact the installer or place where they purchased the items.
