    Medicaid - ACA Qualifier?

Tennessee has an insurance program by the state that is called "Cover Tennessee". It is actually Medicaid under a
    different name.

Deadbeat Mom M doesn't work much, and as a result, daughter D is covered by "Cover Tennessee."

Grandparents, however, are raising D in their own home and claim D as a dependent. Grandparents AGI is over
$160,000. However, Granddad's insurance won't cover D because they don't cover grandchildren, so the only
    insurance covering D is Medicaid.

Does D's medicaid insurance count as coverage under the ACA?

Yes it does at least in MA, something similar called MassHealth which is medicaid expansion.

So I think it will count for MEC under ACA in TN.
