Are resident aliens living here and working here, holding a visa, required to FinCEN 114? TTB says "US citizen or US resident."

Resident Alien is the official term of "Green Card" holders. BTW the once Green card is actually pink! They are required to file.
Non immigrant category visa holders such as H1-B, J, L etc. fall outside the scope of that particular law.Taxes after all are the dues that we pay for the privileges of membership in an organized society. - FDR -
