    Penalty same is correct. Penalty is figured on household income above filing threshold. In this case the 1% is higher than the flat penalty. In calculating the 1%, it doesn’t matter how many people did not have insurance. Even one person not covered will calculate penalty.

    With 66k 1% of income is higher then highest on flat penalty, which is $285.
