ACA - Client Didn't Earn Enough Income to File? Need to File?

Client didn't make enough (Social Security only) to file and the software issued an exception (low income) but does the IRS need to know this via income tax return? Must he file?

    ACA Requirements

If the taxpayer received Form 1095-A because they purchased insurance through the marketplace, then they have to file a return.

Other than that, I don't think ACA/Health Care triggers a filing requirement when the taxpayer is, by all other measures, not required to file a return.

In other words, you don't have to file return just to show that you are not required to file a return.
