Statue of Limitation on TP not issuing a form 1099-misc to Attorney?

First, is TP required to issue a 1099-Misc to an Attorney for which the TP paid Attorney over $600 to draw up a Will for the TP? If so, what is the Statue of Limitation on TP not issuing a form 1099-misc to Attorney

No 1099 is required. A will would not be a payment from a trade or business. A will is a personal expense and no 1099 is required to be issued for payments made NOT in a trade or business.
