Non-Resident Alien Clergy

Question: My client is a Christian minister from Egypt. He has been in the U.S. for more than a year. He arrived in June of 2013. He does not have a green card yet. He is here on asylum.
Is he able to take the normal credits such as parsonage credits?

If you are talking about the exclusion from income tax of a housing allowance (it is not a credit), it appears to be non-exempt if provided by an employer.
