Bona Fide Resident Hong Kong Income as Writer

My client is a Bona Fide resident of Hong Kong. In the USA he was a writer and paid self employment tax on his income. Now that he is foreign he gets similar income on a 1099. Must he pay self employment tax on his writing income while a Bona Fide resident of Hong Kong?

He also must pay income tax, unless he qualifies for the maximum Foreign Income Exclusion.
