An infant was born in the USA, father is Canadian, mother an American. Baby has dual citizenship, does he have to file an informational income tax yearly to maintain his dual citizenship?? Mother also has dual citizenship, if she has no income from the US does she have to file an informational return???

Mother is a US citizen so reports all her worldwide income. If that is so low that she has no filing requirement, then she doesn't have to file. Father, the Canadian, only has to file if he has US-sourced income, unless he elects to file a 1040 with his wife, be treated as a US resident and report worldwide income. Child has to file when his/her income rises to that of the filing requirement and can choose to file for other reasons, such as to preserve a capital loss carryover or to report US Savings Bonds interest as accrued each year when it's too little to tax instead of waiting until maturity and paying tax all at once on all the interest accrued over the years. Actually, I guess that applies to the mother also. Are the mother and father married? Do they reside in the US? In Canada? Don't forget about excluding foreign income while resident out of the country or taking a credit for foreign taxes paid.
