Of course, I had one who came to me with a letter from the FTB wanting a return. His last preparer had told him he didn't need to file so the next year he didn't. When he came to see me he didn't bring the 1099-div either, that the FTB had...for 20k in dividends. His pension was 5k and the rest was SS. Without the dividends he didn't need to file. The only thing I can think of is that he moved out of muni bonds to stocks or some other such thing.
