Dependent has dividend income and cap gain distributions that equals $1103. He won't owe because of qualified dividends and cap gain distrib. Does he need to file?

Filing Requirement
If the dependent's only income is unearned income, then a return must be filed if their gross income is over $1000.
Even though the tax liability in this case is zero, the gross income is nevertheless over $1000. I believe that a return must be filed.
