Can costs of refinancing a mortgage be added to expenses used to calculate HSA? Also, what about extra payments applied to principal to pay the note down faster?

If a pastor refinances his mortgage on his personal residence, those associated fees count as qualifed housing expenses and are considered part of his housing allowance. The same can be said for additional principal payments made againts his mortgage. -
