Some reading came up about an application (Form 4419) being sent to IRS to be able to efile 1099's. I've been doing this for several years now and don't remember ever filling out this app. Is this new? Should I have filled out? Does this pertain to all?

Form 4419 is required to get a Transmitter PIN to be able to file form 1099 and 1096 directly with IRS using their FIRE system.
If you use a third party provider to file them then you do not need to get a transmitter PIN.Taxes after all are the dues that we pay for the privileges of membership in an organized society. - FDR
