    SOL and shutdown

I haven't seen anything about it, does the SOL toll while the gov't is shutdown or does it continue to run?

    Clock Keeps Running

I don't have an official cite, but in absence of regulations to the contrary I believe the clock keeps running, and I believe it should.
Another reason would be the difficulty in applying an effective date if the clock stopped.

Government should not be able to hold harmless every conceivable situation affected by the shutdown, and that includes themselves,
    try as they might.

If it were possible to prevent 800,000 govt employees from getting back pay, and the congress had to LIVE with permanent problems caused by the shutdown, there wouldn't be any. Then they would HAVE to do their job (God forbid!!). Grown men playing "chicken" on the highway.
