As per IRS notification, they are cashing balance due checks sent with the return. I am telling all my clients that they better make sure checks don't bounce. On the other hands no new refunds are being authorized after the shutdown.
We will not be able to pull any transcripts until shutdown ends.

The IRS dates all documents far in advance to account for their internal processing time until mailing and then the expected mail time. I think they typically mail about a week after printing and allow, maybe, five business days for mail time on top of that. Your check may have been printed as early as 19 September.

I love the ones telling my clients the IRS has not received their payment as of 3 October when client received the letter 27 September and mailed a check to the IRS 18 September. Now the client calls me and I (or he, if I can talk him into making the call) have to call the IRS to confirm they received his payment and it wasn't lost in the mail. Now, of course, with the shutdown, we'll get multiple calls from clients, because neither they nor we can confirm the payment or whatever happened in the time gap between when the IRS dated their correspondence and real world time!

I understand. But the check date is 10-3 so it was issued after the shutdown has begun.

    My guess

I would think this refund was authorrized before the shutdown and arrived after the shutdown.

    Tax refund issued during shutdown

Everyone knows no tax refund is to be issued during the shutdown. But today I had a client showed me a refund check that he received yesterday (10/9). And the date on the check is 10/3. Does anyone know how in the world the refund check had been issued to him during the shutdown? I am happy for him but I am also very curious how this could happen.
