I know a newly submitted form 2848 replaces any previous form 2848 on file but will the previous POA be notified in writing from the IRS that he or she no longer has POA? Assuming there is no POA on file, will the Tax Preparer be notified by the IRS that a POA is now on file?

I have never received any written notification that a Form 2848 was replaced by a new Form 2848.
I had a situation when my client who I had a disagreement with on a tax issue went to get a second opinion (without telling me) and a new POA was filed. I am not sure what happened there (I feel his charges were double of mine), but client came back and that is when I learned that a new POA was in effect.Taxes after all are the dues that we pay for the privileges of membership in an organized society. - FDR
