ACA tax credit is advanceable, so why report on TP tax return?

I did a quick search and could not locate any past threads relating to this particular part of the "tax credit" within the ACA. The following is a quote from the following web page:

"The tax credit is advanceable, so it can lower your premium payments each month, rather than making you wait for tax time. It’s also refundable, so even moderate income families can receive the full benefit of the credit."

If it's advanceable and the credit the TP qualifies for will be applied to their first heatlh ins premium and future health ins premium payments, where does this credit come into play with the TP's tax return?

Sounds very similar to the way the Health Coverage Tax Credit worked. It could either be claimed monthly to help pay your premiums or taken at tax time.
