Does anyone know if CA offers a "get out of jail free" one-time penalty abatement similar to what the IRS offers to taxpayers with clean past records?

Not as easy with FTB Calif as with IRS - I did manage one several years back for a client that suffered from Parkinson's and we provided proof that taxpayer was not able to handle his tax affairs, and the Brother stepped in to file late returns, etc.
FTB granted the relief of penalties based on timely filings prior to the request.
