I once worked with a guy who did that. He bought them, fixed them up, and sold them, usually for a profit. He would be considered in the business of selling cars, although I doubt he ever thought of it that way, and I am pretty sure he did not have a business license. To him, it was fun.

I actually did this for awhile. I would buy cars at salvage auctions, fix up, and then sell after driving it for two years. Got some good deals newer cars. Only thing now is that Georgia is charging 6.8% of the value on the car when you get the tag/title. So I can no longer make anything on the cars after paying it.
