Sometimes, but not always, the 1099-A is issued after the bank takes possession of the property or by the following 31 January. Or, with all the mergers and acquisitions, when some accountant notices that reporting documents should've been filed !! The 1099-C is issued after the bank forgives the debt or by the following January, if it ever does, with the timing varying wildly by state law. One course I took mentioned that depending on the state, the bank must make the determination within three years, four years, six years, and sometimes just months. Also, if a bank is issuing 1099-C and puts in all the required info, it does not have to issue 1099-A. Have your client ask the bank.
