No reason efile should fail
I can't speak for your software. One would think if there was "an error" that your software would have told you so before you transmitted the return to NCDOR.
My tax software only allows resident (regular) D-400 return or NR or PYR. There is no option shown for "NR with no NC Taxable Income."
In any case, you should be able to check "NR" (which is correct!) and then on the worksheet with one column for federal numbers and an adjacent column for NC numbers, put goose eggs in the NC column. (I think it is something like a 30+ line worksheet?) That should leave you with zero taxable income to NC and a refund of any/all NC withholding.
Did you fill out that worksheet?
I would certainly play around with it, and resubmit (NC only) efile a couple of times before giving up.
Did you contact your software provider for some guidance?? Perhaps consider junking "Q&A" and working with "forms" instead??
