Can a child (19) who owns a small business(-cosmetics) and has a loss, file schedule C and still be claimed as a dependent on the parents return.

Assuming he meets the tests he possibly could qualify as a qualifying relative. Gross income test, support test, etc. Note that if he was a student during the year that would or could change things. The Gross Income test might be the deal breaker. The fact that he ended up showing a loss would not mean that he would pass the Gross Income Test.
