Account Transcript vs Statement of Installment Activity

This is the first time that I deal with looking at these activities and the balances shown on the statement of installment activities for each tax year are quite a bit higher than what the account transcript shows. Why would current interest/penalty charges not be shown on the account transcripts and what is driving the posting of these items?

doesn't the account statement indicate the payoff figure until a certain future date?
