PTO is needing an EIN to open a checking account. They are not 501c (yet), consider themselves non profit, but school says they can't use the school's ID number. Can they be considered non profit without filing the IRS forms? They will fund raise and spend all their money toward school needs. How do other schools handle this?

If they plan to solicit donations that will be tax deductible to the giver they need to get 501(c)3 status from theIRS. They will first need to incorporate in their state, and then file the necessary papers for 501(c)3 approval. Unless this is some sort of religious entity in which case it might fall under the church status of not being required to file tax returns, but it doesn't sound like that's the case.
