TP filed 2010 tax return 1 year late. Ignored numerous love letters from FTB demanding return. CA charged considerable penalty (25% of tax liability) and deducted from refund. Anyone ever have any success in getting it abated? I know CA is broke & needs the money but 25% is obscene.

They can have, and do have, a penalty for ignoring a demand to file the return. It is a percentage of the tax liability, not a percentage of the balance due. -
Abatement
Had one a few years ago, and was successful in abating part of the penalty ( or reduction if you will) - Reasonable Cause - T/P has Parkinsons and was not able to attend to Affairs, Brother stepped in and then we filed returns and were in compliance.
