Foster child, now adult, qualifying child?

I have a client that had a foster child for years. The foster child is now 19 years old and a full-time student. The foster child still lives with him, and he still provides for over half of the foster child's support.

Is he still considered a foster child, for the dependency qualifying child rules, and for HOH, even though he is now an adult, and not under any court orders?

One would think that once the foster child qualified that qualification would be maintained as it does with any other child.

Also, assuming he is still a qualifying child, you have to stop thinking about the parent providing over half of the support. That is different from the child providing over half of his own support.
