i have never done one before. the maximum credit is 13360. now to get that does one have to have expenese for that amount? if someone has less expenses is that the credit they get? what are the qualifed expenses?

You could get the full amount by either having that much in expenses, or if the child qualifies as special needs.

Yes, if the child that is being adopted is a special needs child, the client will get the full amount of the credit.
