when a company pays moving expenses or relocation fees and includes that in the employee's w2, then the employee could go ahead and claim moving expense for 3903, correct?

The employee must still meet the IRS requirements to claim eligible moving expenses on Form 3903.
Some employers will "overpay" (to retain employees) moving expenses that never could be legitimate, deductible moving expenses in the first place. Such payments, by default, become taxable income to the employee.
The presence/absence of code "P" in Box 12 of the W2 can be of some information value also.
