Form 8948

I just read the instructions for this form. I am confused and more confused.

If a return contains a form that cannot be electronically filed such as the adoption credit, do we have to fill out form 8948?

If so does it go with the form when it is mailed in?

Form 8948

No.

If the return cannot be filed electronically because of a known limitation or IRS restriction, then this form is not required.

In general, this form is only meant to be used when a return that can be filed electronically is not filed electronically.
