While the cruise does complicate matters, there's an important lesson here that not everyone who walks in with a story that sounds like an evasion scheme or trying to pull a fast one really is.

I don't know how much more research is necessary, but it may turn out that this is just as innocent as the combat zone correspondent or Red Cross doctor who has non-taxable wages under lesser-known rules. They may be perfectly honest people taking advantage of a legitimate loophole that's actually deserved.
