Anyone already using this and if so is it as fast as it's been claimed? What equipment does one need? I have Win7

I have a pair of USB 3.0 ports on my Dell XPS 8300. Use one to connect to my 1.5 TB external backup drive. It works. Outside of a large external drive, can't think of too many instances where USB 2 vs USB 3 would be a significant factor.

I understand you must have a special USB cable for 3.0. Is that correct?

I have an external drive with usb 3.0 and it does in fact have a special cable. It's backwards compatible, I can plug it into a usb 2.0 slot but the other end is different than a normal USB cable.

If the computer supports USB 3.0 and you have a USB 3.0 drive I see no reason not to plug it into the 3.0 ports instead of 2.0 ports. But, I wouldn't at this point buy or not buy a computer for USB 3.0. You're probably going to be limited to whatever the speed of the drive is, so you'll never see the high maximum speeds USB 3.0 is capable of because the drive can't do them. Though, it may be faster than 2.0 speeds.

Insertable Laptop PCI express USB 3.0 card

This looks like all I need plus a USB 3.0 cable and I believe I am set. Now the question is will my USB plug in devices be able to handle this. I down load pics from my camera using cable for which one end is a USB end. Same with my printer. etc.

Why not ask this on a computer/tech forum, not a tax forum? You are more likely to get a better answer there.
