TTB does not mention school taxes so thought I check with members of this board if school taxes paid by the seller is deductible on the sellers tax return.

If they meet the general requirements of a deductible real estate tax, then yes. The IRS doesn't care whether it's a township, county, school district, or whatever, as long as it's a governmental authority, based on value (and not an event) and not to pay for a specific service or improvement (betterment).
