Uncleared Payroll Checks

I have a client (accounting) that has employee "uncleared payroll checks.

Can some one provide me with an account - I am thinking a transfer account to liability account to turn over to the State, but client still has the expense??? The payroll checks did not clear the bank??

You're right on target. I would use "Other payables" until the statutory time is up for forwarding to state treasury.
