I have a Calif taxpayer that won $ 2,250 Slots in PA-
Do I need to file a PA non resident return for this? Looks like I do

And then if so, can I claim the tax foregiveness on PA Sch SP? T/P is retired and low income on SSA, Ca Unemployment and minimal retirement (3,257) (age 65)
My software is telling me -0- tax due to PA as a non resident, but I need to file

Yes, file PA Non-res. They can qualify for tax forgiveness if under the income limits.
