Wife is still looking for work in IL. Is there an exception?

For employees, must work full time for 39 weeks during the first 12 months following move. Doesn't have to be with the same employer, or consecutive wks. Self-employed must work full time for at least 39 wks out of first 12 mo and for a total of 78 wks during first 24 mo after move. Exception due to lay-off after full-time employment is procured, or transfer by employer elsewhere, death or disability. Looks like no deduction in this case if already past 13 weeks from date of move.
