Penalty on distribution

Wife of taxpayer died last year. Taxpayer took a distribution from his own IRA to pay
for funeral expenses. Does not seem to be an exception to the penalty for this. Does
anyone have any insight into whether there is any exception that would apply?

Don't think so. Waiver of penalty due to death is applied to the deceased's IRA.
