To be with spouse
Isn't the wording in the law that allows military spouses to continue their residency in the same "home" state as the military member something along the lines of -- the sole reason to move is to be close to their spouse. So, if they'd already applied for college in the new stat or were moving for a job opportunity for them personally, I'd think the recent law would not apply to them. If they moved to live with military spouse and then took a local job, then they'd be taxed as if still a resident of their old state.
